4.1 LAND USE AND PLANNING POLICY <br /> (c) The use will be sited to minimize any disruption to the surrounding <br /> agricultural operations;and <br /> (d) The use will not significantly impact transportation facilities, increase air <br /> pollution or increase fuel consumption. <br /> 8. To protect agricultural land, non-agricultural uses which are allowed in the <br /> agricultural areas should be clustered, and strip or scattered development should <br /> be prohibited. <br /> 10. Non-agricultural land uses at the edge of agricultural areas shall incorporate <br /> adequate buffers (e.g., fences and setbacks) to prevent conflicts with adjoining <br /> agricultural operations. <br /> Other Plans and Policies <br /> Due to the project site's location, a number of other land use plans and policies apply to the site. <br /> Airport Land Use Commission <br /> r' <br /> Lind's Airfield is located on a 159-acre parcel about three miles from the eastern edge of the project site, <br /> south of Jahant Road, where Jahant Road approaches State Highway 99. <br /> Lind's Airfield is a privately owned, general-aviation airport, which can accommodate Class "C" and <br /> smaller aircraft, including helicopters. It serves a large part of the north county area, offering such <br /> services as agricultural dusting and spraying, flying instruction and aircraft rentals. Two agricultural <br /> spraying firms are based at Lind's in as well as three aircraft maintenance services. Approximately 150 <br /> aircraft are based at Lind's. Most are single-engine light planes, but there are also twin-engine, <br /> helicopters and ultralight aircraft. Lind's is the third busiest airport in San Joaquin County (Kupka, <br /> 1991). <br /> The most easterly portion of the project site falls slightly within or adjacent to the Lind's Airport Area <br /> of Influence Boundary (Figure 4.1-1). In San Joaquin County, the San Joaquin County Council of <br /> Governments(COG)serves as the County's Airport Land Use Commission(ALUC)and an Airport Land <br /> Use Plan was adopted in 1983. Land use restrictions in the Airport Land Use Plan would apply to that <br /> portion of the project site within the Lind's Airfield Area of Influence. Therefore, the application will <br /> be subject to ALUC review (Verdoorn, 1991). <br /> 4.1-7 <br />
