4.2 TRAFFIC AND CIRCULATION <br /> Impact <br /> 4.2-1 Paved roadway widths of 18 feet as shown on the site plan are inadequate. <br /> San Joaquin County Public Works Department staff has indicated that 20-feet wide paved roads are <br /> required in order to ensure sufficient distance between opposing directions of traffic,as well as adequate <br /> emergency vehicle access (Kelly, 1992). Given the County requirements,a right of way width of 28 feet <br /> could be provided within the road width proposed in the project site plan. However, the allocation of <br /> paved travel lane widths to gravel shoulder widths needs to be redistributed. <br /> Mitigation <br /> 4.2-1 The project's collector streets should be constructed to include one 10-foot wide paved <br /> travel lane in each direction with 4-foot wide gravel shoulders,for a minimum overall road <br /> width of 28 feet. <br /> Traffic Operation During Construction <br /> As part of the property development the project applicant has proposed excavating soil from the <br /> seasonally existing Tracy Lakes in order to create a year round water supply in the lakes. Based upon <br /> information supplied in the Quarry Excavation Application Form submitted by the project applicant <br /> (Quarry Excavation Application Form, 1989), 1,600,000cubic yards of soil would be excavated. Most <br /> of this excavated soil would be trucked to one or more off-site locations,with most of the soil transported <br /> to the New Hope Levee project along the south bank of the Mokelumne River, approximately four miles <br /> west of the project site. In order to identify the potential impacts to the operating conditions of the <br /> studied roads and intersection network, the anticipated number of truck trips caused by the excavation <br /> were calculated and distributed to the street network. <br /> The application calls for the excavation of 1,600,000 cubic yards of soil to be excavated,with 250,000 <br /> cubic yards retained on-site, resulting in 1,350,000 net cubic yards to be removed from the site. The <br /> proposal calls for the soil to be hauled by trucks to the New Hope Levee Improvement Project to <br /> strengthen the Mokelumne River levees. The soil would be loaded into trucks at the existing Tracy <br /> Lakes site then hauled south across the proposed bridge over the Mokelumne River to Davis Road,west <br /> on Peltier Road, north on Ray Road, then west again on Kyle Road for approximately one mile, then <br /> north on a proposed private road to the Mokelumne River. The empty trucks would return to the borrow <br /> site by the same route in the opposite direction. Given this route, only two of the studied intersections, <br /> Peltier/Davis and Peltier/Ray, would experience truck trips during the excavation. <br /> 4.2-15 <br />
