4.2 TRAFFIC AND CIRCULATION <br /> difference in the Peltier Road design. The Ray Road- Kile Road corridor currently has very low heavy <br /> truck volumes. Truck traffic would increase substantially as a result of the transport of excavated <br /> materials. In fact, the calculations indicate a need for 20-percent thicker roadway section along Ray <br /> Road- Kile Road. In the absence of a detailed design study, it is difficult to determine the effects of this <br /> shortfall. However, it is likely that the Ray Road - Kile Road haul route would need to be resurfaced. <br /> Mitigation <br /> 4.2-3 Because the preliminary design study in this EIR cannot be considered conclusive in terms <br /> of specific roadway reconstruction requirements, it is recommended that the applicant <br /> initiate a detailed design study to determine the eventual roadway improvements needed on <br /> Davis Road and Ray Road-Kile Road prior to final map approval. It does not appear that <br /> Peltier Road would be measurably affected. <br /> I mpact <br /> 4.2-4 Trucks used in excavation will traverse portions of private land where adequate roads <br /> for the trucks do not exist. <br /> The trucks on the proposed haul route would traverse both existing public roads and private property <br /> where roads do not currently exist. <br /> The truck route would traverse private land at two locations. One location would extend south from the <br /> proposed bridge over the Mokelumne River near the borrow site to the existing termination of Davis <br /> Road. The other location would extend north from Kile Road (approximately one mile west of Ray <br /> Road) to the drop off site at the levee of the Mokelumne River, a distance of approximately 2,500 feet. <br /> The applicant proposes to construct oiled gravel roadways comprised of liquid asphalt over an aggregate <br /> base along the needed portions of the proposed route in order to accommodate the excavation trucks. <br /> This method would be adequate to accommodate the haul trucks from the project site and this impact is <br /> considered less than significant, except for the portion of the haul route extending 100 feet north from <br /> Kile Road which is required by Code to be paved. <br /> Miti ag tion <br /> 4.2-4 In accordance with County road standards, the first 100 feet of the haul route from Kile <br /> Road must be paved. <br /> 4.2-19 <br />
