4.3 GEOLOGY AND SOILS <br /> Mitigation <br /> 4.3-3 Include, as a condition of the homeowner's association CC&Rs, provisions for <br /> inspection, maintenance and repair of all pipelines, leachfields and related septic system <br /> features located in easement areas of the project. As provided in the County regulations, <br /> the CC&Rs shall include, at a minimum,provisions for: (1)hiring suitable maintenance <br /> personnel to conduct this work; (2)authority to collectfees from homeowners to support <br /> the inspection work; and, (3) responsibility to inform the San Joaquin County Health <br /> Agency of problems requiring repair work. <br /> Impact <br /> 4.3-4 Construction and future repair of leachfield systems and pipelines in easement <br /> areas may pose undesirable disruption to public areas of the project. These <br /> conflicts could adversely affect the attention given to necessary septic system <br /> repairs. <br /> This is a potentially significant impact. With leachfield systems and pipelines located in the golf course, <br /> there could be a tendency to forego leachfield repairs if it might conflict with golf course operations(e.g., <br /> tournament play). This potential conflict could be minimized by constructing all leachfield systems prior <br /> to golf course completion, including dual systems with built-in future reserve provisions. <br /> Mitigation <br /> 4.3-4 Design and install all pipelines, leachfields and related septic system features to be <br /> located in easement areas prior to completion of common areas (e.g., golf course) that <br /> could be affected by the excavation work. Also, install dual (200 percent) leachfield <br /> systems with a diversion valve to minimize or void the need for future leachfield <br /> replacement. This is recommended because of the unique easements in the golf course <br /> proposal. <br /> Soil Erosion <br /> Impact <br /> 4.3-5 The extensive earthwork required for the project will increase the potential for <br /> short-term soil erosion. <br /> This is a potentially significant impact. The project site is level to gently rolling, and the soils are not <br /> rated as particularly susceptible to erosion. Nevertheless, significant earthwork would occur in the <br /> process of enlarging the lakes, grading the golf course and constructing building pads, roads etc. As <br /> 4.3-9 <br />
