STATE OF CALIFORNIA—THE RESOURCES AGENCY GEORGE DEUKMEJIAN, Gowemor
DEPARTMENT OF FISH AND GAME -
REGION 2 L'
-01 NIMBUS ROAD, SUITE A
NCHO CORDOVA, CALIFORNIA 95670
(91 6) 355-7020 .':• j i ,.I;
February 27, 1991
Ms. Kerry Sullivan
San Joaquin County Planning Division
1810 East Hazelton Avenue
Stockton, CA 95205
Dear Ms . Sullivan:
The California Department of Fish and Game (DFG) has reviewed the
Notice of Preparation of a Draft Environmental Impact Report (EIR)
for the Buckeye Ranch Project. The project is located
approximately three miles southwest of Galt in San Joaquin County
on lands previously called "Brovelli Woods" . The project is
bounded on the north by Forest Lake Road, on the south by the
Mokelumne River and Jahant Road, and on the east by Lower
Sacramento Road. The project consists of a proposal to develop 26
homesites, an 18-hole golf course, an equestrian center, and a
720-acre nature preserve on approximately 870 acres. The project
would require Williamson Act cancellation, Zoning Reclassification
from AG-40 to Planned District, and a 26-lot Major Subdivision.
Wildlife habitat conditions are of an exceptionally high quality
and consist of a diverse assemblage of habitat communities which
include: great valley-valley oak riparian, mixed riparian,
wetlands, and oak savannah. The project site provides habitat for
the State-listed Threatened greater sandhill crane (Grus
canadensis tabida) , and the Swainson' s hawk (Buteo swainsoni ) .
We recommend that the Draft EIR discuss and provide mitigation
measures for the following:
1 . The project' s impact upon fish and wildlife and
their habitat. The Draft EIR should address all
the potential impacts associated with the project
including but not limited to, water quality impacts
on Jahant Slough and the Mokelumne River as a
result of construction activities, runoff water
from the golf course, etc. Loss of oak trees due
to construction activities or irrigation. Loss of
wildlife habitat due to human harassment.
2 . The project' s impact on State- or Federally-listed
Rare, Threatened, or Endangered species,
particularly the greater sandhill crane, Swainson' s
hawk, giant garter snake (Thamnophis couchi gigas) ,
