STATE C. -CALIFORNIA PETE WILSON, Governor
NATIVE AMERICAN HERITAGE COMMISSION
915 CAPITOL MALL, ROOM 288 cz
SACRAMENTO, CALIFORNIA 95814
,16)
February 20, 1991 1.9
Ms. Kerry Sullivan
Community Development Department
San Joaquin County Y
1810 East Hazelton Avenue V"
Stockton, California 95205
re: SCH# 91 01 21 03-Buckeye Ranch
Dear Ms. Sullivan:
The Native American Heritage Commission has responded to reports of Native
American cultural resources, including burials, being impacted by both development
and through vandalism, in the greater Jahant Slough region. San Joaquin County has
been one of the most active in the discovery of previously undetected archeological
resources.
In a multi-use facility as described in the Buckeye Ranch document, the
inadvertent discovery of previously undetected cultural resources has been
recognized and addressed. One recommendation would be to use the language
found in CEQA, Appendix K, in future documents on the project.
The California Environmental Quality Act provides directions in the event
archeological resources are discovered during any phase of development. Use of the
guidelines provided helps to eliminate confusion and costly delays, and provides more
adequate protection of such cultural resources. The procedure to follow in the event
human skeletal remains are discovered is included as well. The Native American
Heritage Commission has prepared a brochure which simplifies the steps which shall
be followed, the parties involved and the time frame which shall be adhered to when
human remains are discovered anywhere outside of a dedicated cemetery. I have
included a copy of this brochure for your study and use.
If you have any questions, or need additional information, please contact this
office at any time.
Sincerely,
i)
William Anthony 4ol
Associate Analyst
enclosure
cc: John Keene, OPR / SCH
