Kerry Sullivan -2- FEBRUARY 1 3 01 <br /> In order for the environmental document to meet the State Board's needs as a <br /> Responsible Agency, it should cover or be expanded to address at least the <br /> following issues: <br /> 1 . Complete description of the proposed diversion and use of water (including <br /> source of water, diversion amounts, description of diversion, storage and <br /> distribution facilities, and description of type and place of use) . <br /> 2. Impacts of the diversion and use of water on downstream water users or <br /> instream beneficial uses (fish, wildlife, riparian vegetation, recreation, <br /> aesthetics) . <br /> 3. Impacts of the project on downstream water quality. <br /> 4. Impacts of project construction on aquatic and terrestrial biota <br /> (vegetation, invertebrates, fish, wildlife, rare and endangered species). <br /> 5. Impacts of project construction or operation on archeological/cultural <br /> resources near the diversion, storage or water distribution facilities, or <br /> in the place of water use. <br /> 6. Cumulative impacts of the project in relation to other existing or proposed <br /> projects in the area. <br /> 7. Mitigation measures to reduce identified impacts to a level of <br /> insignificance. <br /> The Lead Agency should send us a copy of the Notice of Determination, final <br /> environmental document including comments received and responses to the <br /> comments, and a listing of specific mitigation measures adopted, pursuant to <br /> Section 21081 of the Public Resources Code, in order to mitigate or avoid <br /> significant effects of the project on the environment.
