In addition, because the application includes a zoning change, it <br /> must he formally approved by the ALUC board. This decision will take place <br /> when the final E1R is received from the County. <br /> Given the location of the property, which is outside of the FAA-defined zones with the <br /> greatest number of restrictions, ALUC concerns regarding this development are <br /> minimal. The primary concern relates to the "enhancement"of Tracy Lake. Bodies of <br /> water attract birds, which pose a significant hazard to aircraft particularly in take off <br /> and landing operations. The environmental impact report should determine whether or <br /> not the enhancement of Tracv Lake and the removal of trees in the area will attract an <br /> additional amounts of birds to the area such that it presents a greater hazard to aircraft. <br /> Also, the Airport Land Use Plan prohibits the use of reflective materials (which may <br /> impair pilot vision) and transmissions that interfere with aircraft or airport <br /> communications.
