APPENDIX I - BIOLOGICAL RESOURCES
entire natural and human communities if windborn embers should ignite the grassland or woodland
understory during the long, dry California summer period.
Miti a t
4.7-6 Residents should be advised that no open fires are allowed throughout the development
and controlled burns should not be permitted. These recommendations should be
included in the CC&Rs for the development.
Im ac
4.7-7 The introduction of domestic dogs and cats could injure or kill wildlife.
Cats are very efficient predators on wild rodents and small birds, and would compete vigorously for these
prey items with natural avian and mammalian predators, including the Swainson's hawk. Dogs, either
singly or in a small pack, chase adult deer and often catch and kill fawns. The Management Plan has
identified the introduction of domestic animal species to the site as an inconsistent use, however, the plan
does not describe measures to restrict dogs and/or cats from competing with the wildlife.
Mitigatio
4.7-7 Incorporate into the CC&Rs or Management Plan measures to enforce a dog leash
requirement and prohibit livestock for the entire community. Provide an educational
pamphlet for all new residents informing them of the potential damage to the local
wildlife community caused by free roaming pets. Encourage the restriction of pets,
particularly cats, to the house area.
Impact
4.7-8 Off-road vehicle activities could damage or destroy the plant and wildlife
community.
Open areas adjacent to new development are often considered as ideal sites to test the performance of
off-road and all-terrain vehicles. Such activities not only directly impact the plant and wildlife community
by crushing species in both categories, but also greatly increase the chance of fire during the dry season.
All-terrain vehicles, motorcycles and other motor vehicles have been identified in the Management Plan
as an inconsistent use, but details as to restricting their use have not been provided in the plan.
27
