J <br /> 2.0 PROJECT BACKGROUND <br /> 2.1 PROJECT DESCRIP'T'ION <br /> Robertson Homes is planning a residential and recreational development project involving 26 <br /> residential units, an 18-hole private golf course, an equestrian center, lake enhancement, and the <br /> delineation of a 720-acre nature preserve. To proceed, the Buckeye Ranch Plan will require a <br /> zone reclassification, authorization for major subdivision, lakebed excavation, cancellation of <br /> the Williamson Act contract, and a conservation easement. <br /> The San Joaquin County Community Development Department (SJCCDD) has discretionary <br /> authority to approve this project as Lead Agency. They have determined that the proposed <br /> project may have significant effects on the environment, and is therefore subject to the 1970 <br /> California Environmental Quality Act (CEQA), requiring the preparation of an Environmental <br /> Impact Report (EIR). CEQA compliance mandates consideration of effects on archaeological <br /> resources pursuant to Section 21083.2 (State of California, Office of Planning and Research <br /> 1992:21). <br /> An archaeological field investigation of the property was conducted by Ananian and Rice (1991). <br /> Their fundings and recommendations were incorporated into a Draft EIR (Mills & Associates <br /> 1992). A public review period was initiated, affording opportunity to comment on the adequacy <br /> of the document. Public comments on the draft report produced by Ananian and Rice (1991) <br /> suggest that identified prehistoric archaeological sites within the project area were inadequately ' <br /> defined and recorded and that some resources were overlooked. <br /> Biosystems Analysis was contracted to conduct the following scope of work: (1) resurvey <br /> specified areas; (2) relocate and rerecord previously identified prehistoric sites; and, (3) conduct <br /> soil chemical analyses to determine prehistoric archaeological site boundaries.
