The <br /> nature group will also have input into management practices outside the natural zone which <br /> influence the natural zone. Under the auspices of the association, a design review board, <br /> consisting of the chairperson and an architect,will review and approve the exterior design of all <br /> new construction and remodeling projects. <br /> Tracy Lakes consists of two lakes, both totaling approximately 350 acres in size. Historically,these lakes <br /> would fill with water by early winter and become dry by mid summer. <br /> Human impact to waterfowl populations will vary in relation to the placement of houses, golfing activities. <br /> Bird tolerance to human activities varies with species and individuals. Some species are more tolerant to <br /> the presenceof humansthan others. And individualswithin a speciesvary; thus an individualmay become <br /> acclimated to the presence of humans over time,whereas a newly arrived migrant may be extremelywary <br /> of human presence. An important consideration in human/wildlife interactions is the predictability of human <br /> presence. When humans burst upon wildlife in isolated areas, they usually flee quickly. Many species of <br /> wildlifecan become accustomedto the presenceof humanswhen theirpresenceis regularand predictable. <br /> Thus wood ducks are easily frightenedin isolated wetlands,but can become accustomedto humans in city <br /> parks. <br /> It is predicted that species of waterfowl will sort themselves out at Tracy Lakes. Flighty species and <br /> individuals will likely utilize the east end of South Tracy lake. Other species, especially over time, will <br /> become accustomed to humans at the west end of Tracy Lake and North Tracy Lake. <br /> Specific mitigation measures to reduce human impact on the lakes include: <br /> > Planting riparian trees along the fringes of the lake, especially in the spaces between houses. This <br /> vegetation will provide screening to lessen the impact of human presence. This acreage is not <br /> included in the previous estimate of 50 acres of riparian habitat restoration. <br /> > The construction of a 50 - 100 ft. elevated bench at approximately two feet below the water surface. <br /> The growth of cattails and bulrush will provide screening,nesting,resting,foraging,and escape cover. <br /> > Restrictions on pets. <br /> > Conservation easementshall include language that states electric powered boats will be permitted on <br /> the lakes, but no jet skis or other petroleum-fueledengineswill be allowed. <br /> H. BIOLOGICAL RESOURCES <br /> H-1. Potentially Significant Impact: Loss and disruption of nesting and foraging habitat for the <br /> Swainson's hawk.
