The elderberry shrub should be plantad in a water retention basin 40 <br /> feet by 40 feet in size (1600 square feet) . After removing the burlap <br /> and wire (if any) , plant the root ball so it is level with the existing <br /> ground. Compact the soil sufficiently so that settlement does not <br /> occur. live seedling elderberry shrubs and associated native vegetation <br /> (see number 4 below) should be planted in each of the basins; <br /> e. Saturate soil with water. Do not use fertilizers or other <br /> supplements or paint the tips of stems with pruning substance as the <br /> effects of these compounds on the beetle are unknown; <br /> f. Monitor to ascertain if additional watering is necessary: <br /> 1. if sandy, well-drained soil, plants may need to ba watered <br /> weekly or possibly twice monthly; <br /> 2. if clay, poorly-drained soil, it may not be necessary to water <br /> after the initial saturation. <br /> A drip watering system and timer would be ideal. However, in situations where <br /> ' <br /> this is not possible, a water truck or other apparatus may be used. <br /> j°�'�_^ Sixteen hundred (1600) square foet should be provided for each avoided <br /> 7o-4t! elderberry shrub, each transplanted elderberry shrub, <br /> GL and every five <br /> adF.w-�b-� transplanted elderberry shrubs and associated native plants (sea sections 3 <br /> and 4 balow) . The mitigation area should be designated as habitat for the <br /> valley elderberry longhorn beetle in perpetuity. The mitigation area should <br /> isolation of the beetl <br /> be designated to prevent e population from ether <br /> populations located in adjacent areas. A conservation easement or fee title <br /> for the mitigation area should be given to a resource agency or appropriate <br /> private organization. The Service should be provided with a map and written <br /> details specifically identifying the mitigation area prior to the initiation <br /> of the mitigation program. The applicant should receiva written approval from <br /> the Service that the mitigation area is acceptable prior to initiation of the <br /> i mitigation program. <br /> 3, procedure to plant additio ln� stems.--Each stem 1.0 inches or greater in <br /> diameter that is moved or destroyed will be replaced with seedling <br /> elderberry plants in the mitigation area using a ratio from 2:1 to 5:1. <br /> This replacement requirement applies even if the elderberry shrub is <br /> transplanted. Replacement stock should be obtained fromlocal sources. <br /> The approval of the Service should be obtained prior to initiating the <br /> compensation program. The ratio is determined as follows: <br /> Ratio of 2:1 Elderberry shrubs with stem diameters 1.0 inch or <br /> greatar and there arc no adult emergence holes. <br /> Ratio of 3:1 Elderberry shrubs with stem diameters 1.0 inch or <br /> greater.
