Finally, open areas adjacent to new developments are often viewed as ideal sites to test the performance
of off road and all terrain vehicles. Such activities not only directly impact the plant and wildlife
community by crushing species in both categories but also greatly increases the chance of fire during the
dry season.
All of the above possibilities are viewed as potentially significant adverse impacts.
Mitigation Measures
4.13-5(a) Develop a set of rigid herbicide use regulations for the residents and professional
gardeners of the new development which would prevent runoff and/or drift of herbicides
into the adjacent natural botanical community. Disseminate these in pamphlet form
biannually to the residents.
4.13-5(b) Incorporate the following development restrictions into the CC&Rs:
a. No motorized vehicles permitted in open space areas.
b. No open fires permitted in the development. Contained barbecues within the
house sites would be permitted.
C. Use only native, drought resistant shrubs and trees of the same type found in the
adjacent shrub and woodland communities for landscaping. Adopt the restriction
for aggressive exotic plants presented in Table 8 of the Buckeye Ranch
Management Plan.
d. All pets must be contained and not permitted to run free through open space
areas.
An educational pamphlet explaining the purpose of these restrictions would be helpful for
residents of the development.
PERSONS AND REFERENCES CONSULTED
Bechard, M., 1982,Effect of Vegetative Cover on Foraging Site Selection by Swainson's Hawk, Condor,
84: 153-159.
Bloom, Peter H., 1980, The Status of the Swainson's Hawk in California, 1979, California Department
of Fish and Game and the Bureau of Land Management, Sacramento, CA.
Brovelli, Angelo, 1992, personal communication with Dr. Samuel McGinnis, Fall.
Craighead,J.,and F.
