SAN JOAQUIN COUNTY
r: :Z COMMUNITY DEVELOPMENT DEPARTMENT
3 1810 E.HAZELTON AVE.,STOCKTON,CA 95205-6232
C4iFOR;P PHONE:209/468-3120 Fax:209/468.3163
July 12 , 1993
M E M O R A N D U M
TO: Development Committee
FROM: Kerry, Sullivan
Senior Planner
SUBJECT: DEVELOPMENT COMMITTEE MEETING FOR THE PROPOSED BUCKEYE
RANCH PROJECT; APPLICATION ER-91-2 , PD-90-11 SU-90-9
AND QX-91-1
-----------------------------------------------------------------
Background•
The proposed Buckeye Ranch project is located on an 870 acre
parcel north of Lodi, in the area generally bounded by Forest
Lake Road on the north and the Mokelumne River on the south. The
applicant, Buckeye Ranch L.P. , is proposing to develop a private,
gated community comprised of 26 single family parcels ranging in
size from 1 to 3 acres, a private 18-hole golf course, a
clubhouse, and a nature preserve of approximately 675 acres.
An Environmental Impact Report (EIR) was prepared for this
project, which looked at the impacts associated with the above
referenced project applications, as well as the impacts of
cancelling the Williamson Act Contract on a 337-acre portion of
the site. The following analysis and information is based on the
assumption that the Board of Supervisors took action on July 13 ,
1993 , and approved the tentative cancellation of the Williamson
Act Contract for the 337 acres. Without approval of the Contract
Cancellation, the development as proposed can not proceed to the
scheduled Planning Commission hearing of August 5, 1993 , as
private golf courses and parcels of less then ten acres are not
permitted on contracted land. In order to proceed in the absence
of a Contract Cancellation, either the applicants must wait until
the notices of non-renewal become effective, or revise the
project to incorporate a public golf course and larger parcels.
