Many planned restoration and habitat protection measures will in fact, <br /> improve conditions for most rare and endangered species known or suspected to inhabit the <br /> property. <br /> 6.1 Swainson's Hawk Mitigation Plan (by Andrew Engilis) <br /> INTRODUCTION <br /> This plan addresses the mitigation needs of the state-threatened Swainson's hawk, a <br /> migratory raptor species once fairly common in California, as they relate to the impacts <br /> i <br /> created by the Buckeye Ranch development project. Swainson's hawks are found in <br /> grassland and open shrub-steppe habitat in North America. It is a widespread species <br /> breeding from southern Alaska and Yukon south to Mexico's border with the United <br /> States. In the West the species primarily breeds east of the Cascade-Sierra divide, with an <br /> isolated population in the Great Valley of California. The species' eastern limits are Texas, <br /> western Illinois, Iowa, Minnesota and Missouri (Fitzner 1978, AOU 1983,Palmer 1988). <br /> LIFE HISTORY AND STATUS <br /> Swainson's Hawk Distribution <br /> In California, the species is a summer resident in the Great Basin,Great Valley and along <br /> the south coast. There are scattered nesting sites in the Mojave and Colorado deserts. <br /> Bloom (1980) confirmed that active Swainson's hawk nesting territories were still present <br /> in most regions of the species' known historical range. However, this hawk's breeding <br /> population has been greatly reduced. Bloom (1980) was able to confirm 110 active pairs, <br /> Buckeye Ranch Resource Plan (November, 1993) <br /> 114 <br />
