avoid construction near the trees, and to avoid bringing in other plants that have the
potential to create negative impacts. In contrast, this section focuses on actions.
The term management is defined in Webster's as "the judicious use of means to accomplish
an end." On Buckeye Ranch the ends,or objectives, are the development of the amenities
and the preservation, enhancement, and restoration of the natural features. The means at
Buckeye include planning, permitting, all the way through to implementation and follow up
maintenance and monitoring.
The attainment and maintenance of naturalness and biodiversity is considered a priority in
all habitat and population management activities. The least intensive management measures
required to attain the stated objectives will be used both because of their cost-effectiveness
and their long-term likelihood of success. Many areas of the site are ideally suited for such
passive management. However, in order to provide needed food resources for migrating
and wintering waterbirds, a more intensive management approach also will be necessary in
some areas of the Ranch. This is especially true for wetlands in which the original
hydrology has been so dramatically altered that intensive management may be the only
option available. The same is true for the grasslands.
Biodiversity may be maximized when a variety of stages of plant succession, habitat types
and landscape elements exist. It will be incumbent upon the preserve manager to
manipulate habitats, such as by grazing, prescribed burning, weed control, and water
management to provide a maximum of habitat types at different stages of plant succession
to maintain maximum biodiversity.
Habitat management planning should document the need for those practices involving
intensive manipulation of natural resources.
