The <br /> subject plan was submitted to the San Joaquin County Community <br /> Development Department by the Buckeye Ranch project sponsors. <br /> The plan was submitted following the required California <br /> Environmental Quality Act (CEQA) circulation and review period <br /> for the Final Environmental Impact Report (EIR) for the Buckeye <br /> Ranch Subdivision project. <br /> The DFG has already responded to various CEQA documents for <br /> the Buckeye Ranch subdivision and our comments are part of the <br /> public record for that project. The DFG recognizes that the <br /> subject plan has no authority under the CEQA review process for <br /> the Buckeye Ranch project. The subject plan does not represent a <br /> disclosure document under the CEQA guidelines for the Buckeye <br /> Ranch project, nor is it a substitute or competing Environmental <br /> Impact Report for the Buckeye Ranch project. <br /> It is our intention, therefore, to review the subject plan <br /> for any proposed "new" mitigation measures that might further <br /> off-set the impacts that were identified in the Final EIR for the <br /> Buckeye Ranch Subdivision. These mitigation measures would be in <br /> addition to those noted in the Final EIR for the Buckeye Ranch <br /> project and would not remove or replace any mitigation measures <br /> presented in the Final EIR. Following are our comments: <br /> Upland Grasslands <br /> The plan proposes to establish native grasses within certain <br /> areas of the project site. The plan claims that this <br /> mitigation measure will increase productivity of the <br /> grassland portions of the project site and result in <br /> increased populations of small mammals and insects, <br /> presumably mitigating the project' s effect on predators such <br /> as the Swainson' s hawk (Buteo swainsoni) . <br /> The establishment and restoration of native grasses is a <br /> laudable goal, however, as indicated on pg. 137 of the plan, <br />
