Under the California Environmental Quality Act, the San Joaquin <br /> County Community Development Department is the Lead Agency, and the State Lands <br /> Commission is a Responsible and a Trustee Agency. <br /> STATE LANDS COMMISSION JURISDICTION <br /> Please incorporate our February 28, 1991 comments responding to the Notice of <br /> Preparation for this project.
