I plants in revision of the Management Plan will support higher <br /> populations of California's native mice (Voles Microtus <br /> C13 Californicus, Peromyscus maniculatus, and numerous other spp. ) , <br /> ground squirrels (Spermophilus beecheyi) rabbits, pocket gophers <br /> (T.b. ) , mourning dove (z.M. ) , quail, pheasants, meadowlarks and a <br /> variety of other birds and large insects utilized as food for <br /> raptors such as Swainson's Hawk (B. s. ) . Especially important is <br /> the presence of these food sources in open fields where raptors <br /> prefer to feed. <br /> F2 . Impact 4 . 7-1 pg 4 . 7-21 Although some of the trees that make <br /> up the riparian forests were removed, the 100 acres remaining <br /> provides more than enough suitable nesting area for the foraging <br /> C14 habitat area available even if food for the Swainson's Hawk were <br /> extremely abundant. Since a very large ie: 15, 000+ acre habitat <br /> range may be needed per bird only a few pairs would be expected to <br /> use this nesting area as part of its home range. Another tactor as <br /> the EIR points out is that approximately 10 acres of forest <br /> previously removed has been replanted by the developer as part of <br /> the stated long range preservation and restoration plan for this <br /> project. <br /> 3 . Impact 4 . 7-2 pg 4 .7-21 & 4 . 7-23 Regarding the proposed <br /> restoration of Tracy Lakes. The EIR states that the "steep-sided <br /> small reservoir lakes, thereby altering wildlife complement which <br /> use the seasonal wetlands. Under the plan, only a few species of <br /> diving ducks could utilize the permanent lakes, whereas seasonal <br /> wetlands provide a feeding habitat for most waterfowl. " "The <br /> C15 proposed plan is not considered a wetland restoration plan" . The <br /> Buckeye Ranch Management plan for So-Tracy Lake states the major <br /> management goal is wildlife enhancement. The applicant proposes <br /> the construction of a deep water zone to maintain two islands and <br /> a seasonal marsh area encompassing the two eastern arms of the <br /> lake. This seasonal marsh would be considered wetlands, and <br /> further, several small dams are to be constructed for shallow water <br /> bird areas and the permanent islands to provide predator protection <br /> for waterfowl nesting habitat, greatly increasing recovery of <br /> permanent nesting of waterfowl in the area. The North Lake also <br /> will encourage wildlife especially shore birds and diving ducks by <br /> contouring the shelving of the banks to enable shoreline vegetation <br /> to grow. <br /> 4 . Smpact 4 .7-1 pg 4 . 7-22 The EIR states that use of <br /> rodenticides to periodically reduce small rodent numbers in <br /> fairways and green areas may also severely impact the Swainson's <br /> C16 Hawk and other carnivores. The Management Plan addresses <br /> Integrated Pest Management (IPM) in general terms. I am in the <br /> process of revising this portion of the plan to address IPM in <br /> greater specificity. The intent of the design of the golf course <br /> is to minimize use of pesticides and maximize cultural, mechanical, <br /> biological, trapping and monitoring methods of control. Also the <br /> use of rodenticides will be limited to thost materials and methods <br /> of application acceptable to the current EPA-Endangered Specie <br /> approved programs for each specific Threatened or Endangered <br /> M-54 <br />
