Sullivan: <br /> We have received and reviewed the draft Environmental Impact Report <br /> for the above referenced project and have the following comments.: <br /> Traffic/Circulation <br /> Paved roadway widths of 18 feet as shown on the site plan are <br /> inadequate . " ( Page 3-2 , draft EIR ) . <br /> San Joaquin Counts- Public Works Department staff has indicated <br /> that 20-feet wide pa,.-ed roads are required in order to ensure <br /> sufficient distance between opposing directions of traffic , as <br /> well as adequate emergency vehicle access . C31 <br /> The 18 foot wide paved roadways are the minimum wicitiis consiacrec <br /> necessary to handle the low volume of traffic that will be generated by <br /> the project. , and ,vet at the same time provide adequate width for <br /> emergency vehicle access through the site . The intention of the project <br /> proponents has always been to minimise the impacts created by the <br /> project . Increasing the roadway- widths from 18 feet to 28 feet , ; 20 <br /> feet of pavement with 4 foot gravel shoulders each side ) , will <br /> effectively increase the surface area of the roadways on the site by <br /> approximately 56% . Increasing the roadways widths will require that a <br /> greater number of trees and vegetation be removed during construction . <br /> Increasing the roadway widths will cause both the short-term and <br /> long-term impacts resulting from the construction and maintenance of the <br /> wider roadways to be increased by a corresponding amount . <br /> Project construction trips generated by e:%.cavation of the site T <br /> would increase the demand for roadway maintenance .
