ER-91-2, SCH <br /> #91012103,AND CONSIDERATION OF WILLIAMSON ACT CONTRACT CANCELLATION <br /> NO. WC-90-1 FOR THE BUCKEYE RANCH PROJECT, NORTH OF LODI (DISTRICT 4) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors: <br /> 1. Certify as adequate Final Environmental Impact Report No. ER-91-2 (SCH #91012103) under the <br /> provisions of Section 15090 of the California Environmental Quality Act (CEQA); <br /> 2. Adopt Findings of Significant Environmental Impact and a described in Attachment A; and <br /> 3. Take action on the Williamson Act Contract Cancellation Application No. WC-90-1. <br /> ENVIRONMENTAL IMPACT REPORT CERTIFICATION: <br /> Background: <br /> This Final Environmental Impact Report (EIR) was prepared for the proposed Buckeye Ranch project, <br /> which proposes to develop an 870-acre parcel located in the area generally bounded by Forest Lake <br /> Road on the north and the Mokelumne River on the south, into a private, gated community comprised of <br /> 26 single family parcels ranging in size from 1 to 3 acres, a private 18-hole golf course, a clubhouse, and <br /> a nature preserve of approximately 720 acres. <br /> This EIR was prepared to assess the impacts of cancelling the Williamson Act contract on a 337 acre <br /> portion of the 870 acre subject site, as well as impacts associated with the underlying project applications <br /> (Planned District, Major Subdivision and Quarry Excavation applications). Critical topics discussed in the <br /> EIR include the following: Land Use/Planning Policy,Traffic/Circulation, Geology/Soils, Noise, Air Quality, <br /> Water Resources, Biological Resources, Public Services, and Cultural Resources. The Final EIR identified <br /> numerous significant environmental impacts that in order to mitigate to less-than-significant levels, will <br /> require extensive modifications to and redesigns of the proposed underlying project. One significant <br /> unavoidable adverse impact relative to cultural resources was identified. <br /> An administrative public hearing was held on March 11, 1992; the minutes from that meeting are attached <br /> (see Attachment C).
