Its agricultural history has been <br /> vineyards (65 acres) [which are preserved], cattle grazing, and the dry-farming of sudan grass in the <br /> lake bottoms. <br /> As I previously stated, the owners wish to remove from the Williamson Act only those portions of the <br /> project that require cancellation- colf course, homesites and recreational facilities. <br /> Paae3 - 3 <br /> Potentially Significant Impacts <br /> Project construction truck trips generated by excavation of the site would increase the demand <br /> for roadway maintenance <br /> Suggested Mitigation Measures <br /> Design study in this EIR cannot be considered conclusive in terms of specific roadway <br /> X143 reconstruction requirements. <br /> It is recommended that the applicant initiate a detailed design study to determine the eventual <br /> roadway improvements needed on Davis Road, Ray Road - Kile Road prior to final map <br /> approval. <br /> I respectfully request that the Public Works Department in San Joaquin County or other appropriate <br /> agency explain in the Environmental Impact Report the maintenance requirements that the truck traffic <br /> would necessitate. <br /> Paoe 3 - 5 Noise <br /> The Environmental Impact Reportauggests the applicant choose a haul route that impacts fewer people, <br /> such as Forest Lake Road. Traveling down Forest Lake Road to the Davis Road/Peltier Road <br /> C144 intersection adds approximately si,< miles to the haul route. In addition,this route requires the trucks to <br /> pass twenty-two homes instead of the five homes on the route currently proposed. The trucks would <br /> also pass the perimeter of the subdivision at the east side of Forest Lake Road and Lower Sacramento <br /> Road and would have to travel under the narrow Southern Pacific railroad bridge on Lower Sacramento <br /> Road. <br /> Paae 3 - 6 Water Resources <br /> The applicant should apply for and obtain an appropriative water right permit for the increased <br /> 1145 storage of runoff from Jahant Slough or from diversion of runoff from the Mokelumne River. This <br /> will include the completion of any studies, as required by the State Division of Water Rights, <br /> including determination of the availability of such water in Jahant Slough and the lower reaches <br /> of Mokelumne River for appropriation. <br /> U1_117 <br />
