I previously recommended a complete archaeological <br /> report; however, the scope of the BioSystems report was limited. BioSystems was not <br /> asked to survey septic tank locations, utility easements, laydown and construction <br /> staging areas, the golf course, clubhouse, and roadways. I recommend that a new survey <br /> of the specific areas where all subsurface work is to be done. In those areas that may be <br /> deemed to be sensitive, a qualified archaeologist, who is acceptable to the Native B15 <br /> American community, and a qualified Native American monitor be present during all <br /> subsurface actives. If the County does not feel that a survey of the specific areas is <br /> necessary, then a qualified archaeologist, who is acceptable to the Native American <br /> community, and a qualified Native American monitor be present during all subsurface <br /> activities. <br /> In the proposed mitigation measures of the BioSystems report, it states that all <br /> impacts to the delineated archaeological sites can be avoided with modification to the <br /> development plan. In addition to the above recommendations, I recommend that the <br /> project be redesigned to protect and avoid impacts to all identified archaeological sites. <br /> The possibility of uncovering Native American Human remains needs to be B16 <br /> addressed. Section 5097.94 (1) of the Public Resources Code deals with the attempt to <br /> develop preburial agreements with interested landowners and the appropriate Native <br /> American groups.
