0 California Indian Cultural er' Cemetery Protective Association
P.O. Box 687, Sloughhouse, CA 95683
William "Bill" J. Franklin, Sr., Founder
January 26, 1993
Kerry Sullivan, Senior Planner 99TH7
San Joaquin County r
Community Development Department t
1810 E. Hazelton Avenue FEB 11993
Stockton, CA 95205 COMMUNII Y UtYtWriviLwi Utel.
RE: "BUCKEYE RANCH" Project
PLANNING DIVISION
We strongly oppose any continued development on this prehistoric indigenous site due
to the religious and spiritual importance of our ancestral remains buried here.
It places a very heavy burden upon our hearts to see this irreplaceable area destroyed.
According to Ananian & Rice (1991) archaeological studies, this site is an "important D3
archaeological resource." The study also suggests it may be eligible for the "National
Register of Historic Places," citing its integrity, uniqueness, and research value. As important
as this site is to all involved, we will not tolerate continued development, especially without
additional studies which identify the exact areas of remains and cultural significance of this
sacred site.
We would like to suggest you contact Rob Jackson with Bio Systems Analysis, Inc., I
Sacramento, CA, for continued studies. Furthermore, additional studies (field work) or D4
development should only be conducted with a trained local Miwok monitor on site. This is I
a standard procedure.
Also, when the 400 old oaks were removed, were there any human remains or artifacts D5
pulled up with the roots? If so, where are these items now?
Please send all correspondence to the above address and keep our association apprised
of all upcoming meetings, hearings, etc. The unique biological and cultural treasures of this
land belong to us and future generations.
Thank you for your time and attention to this matter.
Sincerely,
William (Bill) J. Franklin, Sr.
Miwok Elder
Founder of CIC & CPA
Attachment: Membership Signatures
VI-45
