deepening North Tracy Lake and making it permanent while pumping <br /> into South Tracy Lake during dry years will result in no net loss <br /> D 4 of wetland habitat. There is no basis for the conclusion that <br /> such a plan will, on the average, result the same amount of <br /> shallow water area that is available now. The study does state <br /> that the "extensive shallow inshore zones afford excellent <br /> foraging opportunities for dabbling ducks. . . " and that <br /> "extensive shallow water zones are also crucial for a number of <br /> wading water birds. . . " A more extensive study should be <br /> Icompleted that takes into consideration the amount of such <br /> D25 shallow water habitat that would be present during different <br /> rainfall scenarios with and without the deepening of North Tracy <br /> Lake. Such a study would be the only way that the mitigation <br /> measures that claim to result in "no net loss" of wetlands could <br /> be critically evaluated.
