Sullivan, Senior Planner <br /> PLANNING DIVISION <br /> The League of Women Voters of San Joaquin County urges .:a <br /> reconsideration of the Draft EIR and supplemental information on <br /> the archeological section of the original DEIR of the "Buckeye <br /> Ranch Project_ " <br /> First, the uniqueness of the area with its archeological %13 <br /> sites and 4v,p.ir.ppQp1 archeological sites indicate that all <br /> development must be made away from the river- Mitigation <br /> measures 4. 13-1 (a) and 4- 13-a(b) would move the development away <br /> from the river side of the property and thus would lessen impact <br /> somewhat and are desirable_ <br /> However, -the question sti l 1 remains as to whether any of <br /> the proposer development could avoid adversely affecting the <br /> Swai nson ' s hawks and the Sandhi 1 1 cranes in the area. As was <br /> noted in IMPACT 4. 13-2, the elimination of a portion of the oak <br /> savannah would eliminate much of the Swainson' s hawk foraging <br /> habitat- The amount of territory the Swai nson' s hawks need for <br /> survivalexceeds what the development will Q gqpMp, and thus dooms <br /> the birds- The preservation of heritage tage oaks ppd the entire South <br /> Tracy Lake system are imperative. <br /> The irreversible loss of habitat that the Buckeye Ranch( in <br /> its pr••esent form would entail could be offset somewhat by the <br /> purchase of 175 acres of good off--site habitat in San Joaquin <br /> County for the Swai nson' s hawk and Sandhi 1 1 cranes, in <br /> particular, and all the Other bird spec es noted in the Biotics <br /> Study- That should be done if problems arc:- to be avoided- <br /> Sincerely, <br /> voided_Since=rely. <br /> Renee Lal"ou.tu r'e'•-Tu.
