Please submit this information to this office
for review.
Although the levels from approximately ten feet to 30 feet below ground surface show more elevated
levels of contamination, the levels shown in the deeper zone, to depths of 70 feet below ground
surface, may pose a threat to future groundwater quality and are a concern. Therefore, the proposed
three confirmation soil borings to 30 feet below ground surface will not be sufficient to determine the
full effect of the remediation system.
The number and locations for confirmation borings should be chosen so that all areas of concern are
completely represented or characterized. The number of soil samples selected for analysis must be
sufficient to determine a mass volume of residual hydrocarbons remaining at the site, if any. This
information is vital because it is used to determine any possible future threat to groundwater the
residual contamination may pose. Depending on the volume of residual hydrocarbons remaining,
some degree of fate and transport modeling may be required.
Please be advised that you may be required to continue to operate the vapor extraction system at the
site, possibly with some modifications, should the results of the mass volume determination and
modeling indicate that the benefit of further source reduction exceeds the cost. Based on the
information above, please submit a revised workplan proposing additional soil borings and
more samples to be analyzed in the laboratory.
The reports previously submitted to PHS/EHD detailing the distribution and concentrations of
contaminants in the soil at the site are on microfiche and are unaccessible at this time. This
information is needed at this time in order to sufficiently evaluate the revised workplan. In particular,
PHS/EHD will need cross sections showing the soil lithology in the areas of concern, the original
distribution of the hydrocarbons identified within the soil matrix, and the locations of the wells, including
the screened intervals. This information will be used to determine whether the proposed number and
location of soil borings will be adequate for the PHS/EHD Technical Review Committee to effectively
review the data for closure purposes. Please submit this information to PHS/EHD along with the
revised workplan.
A Division of San Joaquin County Health Care Services
