(USTEC) and issued a comment letter dated
November 15, 1991. A reply letter from USTEC dated December 9, 1991 has also been reviewed by
PHS/EHD and from this perspective, the current site status is as follows:
1. A 30 day public participation period was initiated on January 9, 1992 by PHS/EHD. If a
written request by a member or the public, for public hearing, is not submitted to
PHS/EHD by February 10, 1992, the tentative "Remedial Action Plan" shall become final
on that date.
2. Once item #1 has been satisfied and the "Permit to Construct" is issued by the local
Air Pollution District, USTEC should then begin i m, plementation of the "Final Remedial
Action Plan" as soon as possible.
3. The December 9, 1991 reply letter (Item #3) indicates that USTEC expects to receive a
cleanup and abatement order from the Central Valley Regional Water Quality Control
Board (CVRWQCB). A cleanup and abatement order will not be issued unless activity on
this site begins to lag and the site fails to remami :m compliance. Target cleanup goals
should be non-detectable, at the proper detectionaunits established by CVRWQCB'S
Tri-Regional guidelines.
If additional clarification is required, please contact
Steven Schneider, REHS, of my staff at (209) 468-3441.
Jogi Khanna M.D., M.P.H.
Health
arie A.
