Wilson way <br /> Public Health Services Environmental Health Division (PHS/EHD) has <br /> reviewed the Remedial Action Plan prepared by U.S. Technical <br /> Environmental Consulting Inc. , submitted September 19, 1991, and <br /> has the following comments: <br /> 1. All documents submitted to PHS/EHD should also be sent to <br /> the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB)' 3443 Routier Road, Suite A, Sacramento, <br /> California 95827-3098, Attention Elizabeth Thayer. <br /> 2. This Remedial Action Plan identifies the hydrocarbon <br /> concentrations in the groundwater as minor and not in <br /> need of remediation at this time. PHS/EHD and CVRWQCB do <br /> not agree with this statement. Remediation of the <br /> groundwater will be necessary due to benzene <br /> concentrations which exceed our drinking water standards. <br /> 3 . The proposed soil remediation goals which were identified <br /> in section 8.0 of the Remedial Action Plan are too high <br /> for benzene and TPH as gasoline. This site has a <br /> seasonal high groundwater of about 40 feet, based on 1983 <br /> Flood Control Maps, therefore clean-up goals must be low <br /> enough so that residual levels do not threaten <br /> groundwater. <br /> 4. Lab samples collected October 3, 1990 through November 5, <br /> 1990 were not submitted to the lab for analysis until <br /> November 7, 1990.
