_s <br /> r <br /> a EXECUTIVE SUMMARY <br /> U.S. Technical Environmental Consulting, Inc. (USTEC)has completed a Remedial Action Plan <br /> (RAP) for the Coca-Cola distribution facility located at 1100 North Wilson Way, Stockton, <br /> California. The RAP was prepared at the request of Mr.Steven M.McConnell,Division Manager <br /> of Occupational/Environmental Safety for Coca-Cola Enterprises - West (CCE-W). <br /> ' The purpose of the RAP is to present a conceptual remedial system design for,remediation of <br /> hydrocarbon contaminated soils which occurred as a result of a leaking underground storage <br /> E <br /> " tank (UST) at the Stockton site. The characteristics of the site are described in USTEC's <br /> i <br /> Contamination Assessment Report (CAR)dated November 30, 1990. The CAR was approved <br /> by the San Joaquin County Public Health Services on February 11, 1991. <br /> P <br /> f <br /> The remediation system proposed Incorporates vapor extraction and thermal oxidation of <br /> petroleum hydrocarbon vapors from the residual hydrocarbon contaminated soils in the <br /> f unsaturated zone. Soils will be remediated in-situ utilizing a vapor extraction system. The <br /> �. vapor extraction system will consist of a series of vapor extraction wells connected to a thermal <br /> { oxidizer. The thermal oxidizer includes a regenerative blower, thermal oxidation bed, and <br /> process controls that allow for unattended operation. The thermal oxidizer will operate 24 hours <br /> per day at;up to 600 cubic feet per minute. The oxidizer is designed to maintain a bed <br /> a temperature of no less than 1,800° Fahrenheit, at which point destruction efficiency is at least <br /> 95% for the volatile hydrocarbons. <br /> The proposed remediation system will be`monitored weekly for the first 60 days, monthly for <br /> the next 6 months,and quarterly thereafter to gauge the effectiveness and progress of the site <br /> remediation. Monitoring will include recording of all flow rates,pressure drops through system <br /> components, and liquid level measurements. All routine, necessary, and preventative <br /> maintenance tasks will be documented. Brief quarterly reports will summarize all monitoring / <br /> f �y activities. All reports will be submitted to the San Joaquin County Public Health Services. <br /> The length of time required to complete remediation of the hydrocarbon-contaminated soil <br /> identified beneath the Stockton site was estimated using the computer model VENTING.
