During a <br /> December 2, 2002 meeting with the RWQCB, the Stockton Group was divided into three Operable <br /> Units (OU): L&M OU; Unocal OU; and Morton OU. The L & M OU was established to direct <br /> investigations in the area south of West Weber, west of the midline of the former Harrison Street, <br /> east of North Edison, and north of former Main Street. This OU includes monitoring wells MW4 and <br /> MW-10 and parts of the Delta Gateway Apartments. The Unocal OU was established to direct <br /> investigations from Weber Street south to the former Main Street and from the midline of the former <br /> Harrison Street east to Lincoln Street. The Morton OU was established to direct investigations from <br /> the middle of the former Main Street down to the southern boundary of Parcel 2A and from the <br /> midline of the former Harrison Street east to Lincoln Street. <br /> The Site currently consists of undeveloped, relatively flat, fallow land located on the southwest corner <br /> of the intersection of West Weber Avenue and North Lincoln Street in Stockton, San Joaquin County, <br /> California (Figure 1). The Site is located south of the Stockton Deep Water Channel, Weber Avenue, <br /> and an office-building complex. To the west, south, and east, respectively, are apartments (Delta <br /> Gateway Apartments), the Mormon Slough, and a museum. Currently, the Parcel 2A is undeveloped <br /> and unused, except for a small portion that is used for parking of automobiles. Surface runoff from <br /> the Site currently flows into storm drain inlets on Lincoln Street and Weber Avenue. <br /> SITE BACKGROUND <br /> Historical usage of the Stockton area has been primarily industrial and residential since the late <br /> 1800s. The Site and Site vicinity were primarily marshland until 1895, when the area was filled, <br /> apparently to create more land for industrial use. By 1917, a network of railroad tracks had been laid <br /> within the vicinity of the Site. At that time, portions of the Site and Site vicinity were used to store bulk <br />
