! <br /> Stantec <br /> 2010 TIDEWATER STOCKTON WORK PLAN <br /> 1.0 Introduction <br /> Stantec Consulting Corporation (Stantec), on behalf of ConocoPhillips Company (COP) and <br /> Chevron Environmental Management Company (CEMC), has prepared this work plan for <br /> performing additional soil and groundwater assessment and pilot testing activities at off-site and <br /> adjacent properties to the former Tidewater bulk fuel facility, L&M Operable Unit (L&M OU; <br /> Site), located near the corner of North Lincoln and West Weber Avenue in Stockton, California <br /> (Figure 1 and Figure 2). The locations of the proposed additional soil and groundwater <br /> assessment and pilot testing activities are north of the L&M OU in the Waterfront Towers <br /> Parking Lot(WFT) and east of the L&M OU at the Unocal Operable Unit(UOU). <br /> At the WFT area, additional data points will be advanced to further define vertical and lateral <br /> extent of shallow A-Zone and deeper B-Zone dissolved petroleum hydrocarbons and observed <br /> separate phase hydrocarbon (SPH) impacts north of the L&M OU. Data will be collected in-situ <br /> by installing one continuously cored, direct push boring (DP-22) and approximately eight Cone <br /> Penetrometer Testing (CPT) borings (DP-23 through DP-30) in and around the observed SPH <br /> (Figure 3). <br /> At the UOU area, two groundwater extraction wells (GWE-1 and GWE-2) will be installed in the <br /> existing groundwater collection trench installed by the City of Stockton Redevelopment Agency <br /> (RDA) during excavation activities that took place on the UOU in late 2008 and early 2009. <br /> These extraction wells will be used for aquifer testing using the remediation system that is <br /> currently operating on the L&M OU. The purpose of these wells will be to perform aquifer <br /> testing to determine information necessary to design appropriate extraction and treatment <br /> methods for groundwater collected in the UOU collection trench. <br /> The approximate locations of the proposed borings and wells are shown on Figure 3. <br /> 1.1 SITE DESCRIPTION <br /> The "Site' is the L&M OU portion of a larger parcel of land that the City of Stockton refers to as <br /> Parcel 2A. During a December 2, 2002 meeting with the California Regional Water Quality <br /> Control Board (CRWQCB), Parcel 2A was divided into three Operable Units (OUs): the L&M <br /> OU; the UOU; and the Morton-Alco OU (MOU). The L&M OU was established to direct <br /> investigations in the area south of West Weber, west of the midline of the former Harrison <br /> Street, east of North Edison, and north of former Main Street (Figures 1 and 2). This OU <br /> includes parts of the Delta View Apartments. Based on historical use of the L&M OU Site, <br /> CEMC and COP (collectively "L&M Group') have been named as responsible parties. The UOU <br /> was established to direct investigations from Weber Street south to the former Main Street and <br /> from the midline of the former Harrison Street east to Lincoln Street. The MOU was established <br /> to direct investigations from the middle of the former Main Street down to the southern boundary <br /> 1.1 <br />
