F
• B
Phase I Environmental Site Assessment
City of Stockton Multi-Modal Station/Shopping Center
Page 24
The work plan was prepared to determine the nature and extent of impacted groundwater at the site The
work plan proposes the installation of three groundwater monitoring wells to a depth of 35-40 feet bgs
and pei forming two quarters of groundwater monitoring
640 N El Dorado Street
r, The site is currently an automotive sales and service center and previously used one 250-gallon UST for
waste oil storage The UST was removed on March 26, 1997 A soil sample collected from beneath the
tank contained elevated levels of petroleum hydrocarbons, lead, and chlorinated solvents
In January and October 1999, a total of eight borings were advanced to investigate the vertical and lateral
extent of soil contamination as well as any groundwater impact Laboratory results indicated that
petroleum hydrocarbons, volatile organic compounds, and lead have significantly impacted the soil and
groundwater No contaminants were detected below 31 feet bgs in the soil Impacted soil does not
appear to extend beyond 20 feet north, 20 feet west, and 10 feet southwest of the former UST
Contaminant concentrations in groundwater also appear to decrease within a relatively close proximity to
> the former UST The extent of groundwater contamination has not been defined Laboratory results
indicate that the contaminant plume is localized
C. S. Plumb Company
1005 Fremont Street
A UST was removed from the site on November 15, 1991 According to a letter dated March 12, 1992,
PHS/EHD believes that no further action is needed at the site based on the results of the soil samples
collected from beneath the UST
Stockton Metropolitan Transit Company
1533 E Lindsay
On January 26 and October 20, 1989, four manifolded 10,000-gallon diesel USTs failed precision tests
On October 23, 1989, a waste oil UST and a product oil UST were removed from the site On December
19, 1989, ten shallow borings to five feet bgs and four deep borings to 31 feet bgs were advanced
Hydrocarbon contamination extended to approximately 22 to 25 feet bgs An underground release was
discovered. on May 8, 1990 during the removal of a 5,000-gallon UST and associated piping Laboratory
results of the soil samples collected from underneath the tank and piping indicated TPH-G contamination
On June 15, 1990, additional soil excavation was completed to 18 to 20 feet bgs On July 6, 1990, the
waste and product oil UST areas received "no further action" status front the PHS/EHD after resampling
of the area On April 26, 1991, three monitoring wells were installed at the site No TPH was detected at
the time On December 20, 1991, low concentrations of BTEX were detected in the groundwater samples
w collected from MW-2 and MW-3 On January 17, 1992, six diesel USTs were removed from the site On
January 29, 1992, the site received "no further action" status from PHS/EHD On April 1, 1992, two
diesel USTs were removed from the site and "no further action" status was received on April 13, 1992
On May 19, 1992, low concentrations of TPH-D were detected in groundwater collected from MW-1 and
MW-2
400 E Main
Five USTs were removed from the site between 1987 and 1988
Stockton Record
530 E Market Street
A Phase Il investigation was conducted in September I996 The shallow soil investigation was
conducted to identify if chemicals of concern had impacted soil in the area A total I I borings were
installed, three were advanced with the purpose of collecting a water sample and eight for soil sample
collection The location of one UST was verified at the Cunningham Hotel, and two USTs along
tJ CONDOR
