i <br /> 1 <br /> 3 <br /> ENVIRONMENTAL SITE ASSESSMENT REPORT <br /> MULTI—MODAL STATION/SHOPPING CENTER <br /> "SIX—BLOCK" PROJECT <br /> STOCKTON, CALIFORNIA <br /> a <br /> EXECUTIVE SUMMARY <br /> 4 May 31,200I <br /> Condor Earth Technologies, Inc , performed a Phase I Environmental Site Assessment (ESA) for the <br /> Stockton Multi-Modal Station/Shopping Center located in the six blocks bounded by Miner Avenue <br /> (north), Stanislaus Street (west), Weber Avenue (south), and the Southern Pacific Railroad (east), in <br /> Stockton California The Phase I ESA was performed in accordance with the guidelines set forth in <br /> Practice E 1527-00, Standard Practice for Environmental Site Assessments Phase I Environmental Site <br /> Assessment Process, published in July 2000 by the American Society for Testing and Materials (ASTM), <br /> and in accordance with the prevailing standard of care for completing such assessments in California at <br /> this time The purpose of the ASTM Phase I ESA is to assist the client with appropriate inquiry into the <br /> previous ownership and uses of the property to satisfy this element of the innocent landowner defense' to <br /> Comprehensive Environmental Response, Compensation and Liability Act(CERCLA) liability Based on <br /> the information provided by file reviews, owner/occupant questionnaires, interviews, site reconnaissance, <br /> historical research, and aerial photos, the following environmental conditions were revealed <br /> FINDINGS <br /> Condor identified three recognized environmental conditions on the site and adjoining properties(Figure A) <br /> r • • The property at 145 N Grant Street (730 E Channel Street), the former Stockton Metropolitan <br /> Transit District facility may contain USTs San Joaquin County PHS/EHD records indicate 10 USTs <br /> were present on the property in 1985 Two USTs were removed in 1987, but there are no records <br /> indicating the status of the remaining eight USTs The existence of USTs on site, both past and <br /> present, represents a potential risk to soil and groundwater <br /> The 1940 Polis City Directory for Stockton indicates a gas station was located at 802 E N finer <br /> Avenue No other records were found pertainuig to the gas station at this address There was no <br /> listing for this address in the 1945 city directory The type and number of fuel tanks installed at the <br /> gas station, and their disposition after the removal of the gas station, is not known If USTs are still on <br /> a <br /> site, then they represent a potential risk to soil and groundwater <br /> k <br /> • A groundwater investigation is currently in progress at 308 N Grant Street This property is located <br /> north of the site across Miner Avenue Records indicate high concentrations of contaminants are <br /> present in the groundwater at this property It is possible, though not known,that contaminants in the <br /> groundwater beneath this property have migrated to the southeast and are now present in groundwater <br /> beneath the site <br /> f <br /> � 1 Terms in:talus are defined by ASTM in Practice E 1527 See Glossary of Terms and Acronyms(Appendix F} <br /> i <br /> `� CONDOR <br />
