Box 401, 1515 River Road <br /> West Sacramento, California 95691 <br /> SUBJECT: Plan To Remove Asbestos Containing Soil From The Following Site: <br /> The Ranch Property <br /> 5150 and 5110 East Mariposa Road <br /> Stockton, California <br /> 1 .0 INTRODUCTION <br /> Universal Engineering Company (UEC) respectfully submits this work plan to the San Joaquin County, <br /> Department of Health Services, Environmental Health Division (SJC, DHS, EHD) for review and <br /> subsequent approval; UEC formally requests to monitor both air quality and near-surface soil conditions <br /> during the upcoming removal of asbestos containing soil from the subject site. A UEC, California Division <br /> of Occupational Safety&Health (DOSH)Certified Asbestos Consultant(CAC)has developed the air& soil <br /> monitoring scheme as well as the generalized work plan presented within this document, based on data <br /> provided to the UEC staff by Ramos Environmental Engineering (REE). Based on UEC's expertise in <br /> dealing with the unique hazards which asbestos may pose to both the environment (air quality and soil <br /> condition) and to the abatement workers conducting cleanup activities (exposure to airborne asbestos <br /> fibers), it is believed that the proposed scope of work constituting this work plan is commensurate with the <br /> current site conditions believed to exist at the subject site. <br /> 1 .1 Asbestos Basics <br /> Asbestos is the name of a class of magnesium silicate minerals that occur in fibrous form. Minerals in this <br /> group include:chrysotile, crocidolite, amosite, tremolite, anthophyllite, and actinolite. Asbestos has been <br /> used in the manufacture of a wide variety of building materials including floor tile, roofing felts, ceiling tiles, <br /> asbestos-cement pipe, sheet and fire resistant drywall and drywall tape and joint compound.
