October 16, 1995 UEC Document No.: R-1669510A <br /> UEC Job No.: 165040-9510C <br /> 2.0 WORK PLAN <br /> An asbestos abatement contractor licensed by The State of California will perform all cleanup activities <br /> involving the non-indigenous asbestos containing soil identified to exist at the subject site; the soil slated <br /> for removal from the site is presently covered with 6 mil polyethylene sheeting and is demarcated with <br /> asbestos danger tape and barricade posts. The purpose of Section 2.0, '"Work Plan", is to provide an <br /> outline of the general proceedings expected to take place during cleanup activities. However, subject to <br /> the conditions that (1) air quality is not overtly, adversely impacted and (2) worker exposure to asbestos <br /> remains below the established Permissible Exposure Limit(PEL), it is foreseen that the licensed asbestos <br /> abatement contractor will have some degree of latitude when implementing the work plan specified in <br /> Sections 2.1 through 2.4. On the other hand, note that the air and soil monitoring scheme, and <br /> consequently the air and soil final clearance criteria, as outlined in Sections 3.0 and 4.0 of this document, <br /> will be strictly adhered to, under the direction of a UEC, DOSH Certified Asbestos Consultant. <br /> 2.1 Work Area Description <br /> The subject site is located along the south side of Mariposa Road, approximately 1 mile east of Highway <br /> 99, in Stockton, California. The parcels are nearly flat and level and the depth to ground water is <br /> approximately 95 feet below grade. Three (3) areas have been identified to consist of asbestos <br /> containing soil;the impacted soil was dumped on the property on July 27, 1995. As previously noted, the <br /> impacted areas are currently covered with 6 mil polyethylene sheeting and are demarcated with asbestos <br /> danger tape and barricade posts (see Figure 1 and /or Figure 2); the site is fenced and gated along the <br /> perimeter of the property, thereby further discouraging non authorized persons from entering onto the <br /> work areas. Cordoned off areas 1, 2, and 3, as labeled in Figure 1,cover approximately 1800 ft2, 4000 ft2, <br /> and 400 ft2 of surface area, respectively;the depth of the impacted soil has been estimated by REE to be <br /> •-6 to 8 inches. The surface soil in and around each of these areas appears to be crushed asphalt, <br /> indicating that much of the parcel near the eastern work areas has been covered with fill prior to the <br /> deposition of the asbestos containing soil /material. <br /> 3 <br />
