October 16, 1995 UEC Document No.: R -1659510A <br />UEC Job No.: 165040-9510C <br />2.3 Essential Equipment <br />At least one water truck will be necessary for each area of operation where excavation activities are <br />underway; the water shall be used to adequately wet the soil being worked by the abatement /excavation <br />crew such that no visible emissions to the atmosphere result as a consequence of the cleanup activity. <br />D. 0. T. approved containers equipped with secure, hard tops, shall be used to contain and haul <br />the asbestos containing soil excavated from the site. It is the responsibility of the asbestos abatement <br />contractor to ensure that appropriate containers are used for the transportation of the excavated material. <br />The choice of heavy equipment used by the abatement contractor shall include non -tracked <br />excavation vehicles; furthermore, due to the requirement that the excavation area be sufficiently <br />wetted during all excavation activities, it is advisable to utilize all wheel driven vehicles. <br />As noted in Section 5.0 of this document, it is the responsibility of the asbestos abatement contractor to <br />ensure that all applicable Cal -OSHA regulations are adhered to in regards to ensuring the safety of its <br />crew. More specifically, the asbestos abatement contractor shall supply all members of the cleanup crew <br />with adequate body and respiratory protective type gear while handling /excavating the asbestos <br />containing material /soil. <br />3.0 AIR QUALITY ASSURANCE: AIR MONITORING <br />A UEC DOSH Certified Asbestos Consultant will be on site during all cleanup activities in order to collect <br />both area and exposure air samples. Furthermore, the UEC CAC will be available to advise the abatement <br />crew foreman of work practices and engineering controls which will minimize the release of asbestos fibers <br />into the atmosphere. <br />Both the area and exposure type air samples collected during the cleanup effort will be analyzed by Phase <br />Contrast Microscopy (PCM) using the NIOSH 7400, Revision No. 3, May 15, 1989, A counting rules by a <br />National Voluntary Laboratory Accreditation Program (NVLAP) and American Industrial Hygiene <br />Association (AIHA) accredited laboratory. Air samples collected during the first day of cleanup activities will <br />be made available to the abatement contractor within 24 hours of sample collection. All other air samples <br />(baseline, final clearance) will be made available within 72 hours of sample collection. <br />5 <br />
