Copies of hazardous waste disposal records for first two quarters of 2010, and entire year of 2009 were not found on site. -- Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit copies to the EHD by July 25, 2011. 79,83,84. Unable to determine the length of storage of about 23 Universal Waste fluorescent lamps not stored in a container, and one broken lamp not containerized. -- Broken Universal Waste lamps shall be immediately cleaned up and containerized to prevent release to environment, and make a hazardous waste determination and manage it accordingly. Universal Waste lamp (unbroken ones) shall be stored in a closed container that prevents breakage and release to the environment, labeled to identify the type of Universal Waste and the initial date of accumulation, managed within one year of storage, and retained a copy of the disposal receipt for at least 3 years on site. * Immediately dispose of the above Universal Waste - lamps and submit a copy of the disposal receipt to EHD by July 25, 2011. NOTES The facility generated 5217 pounds of hazardous waste in 2010. Facility retails agricultural chemicals and fertilizers and generates related wastes, and waste from equipment/vehicle maintenance. Discussed with generator Universal Waste management requirements including aerosol cans, lamps, alkaline batteries, mercury containing switches, CRT, electronic devices, etc. in a closed container with a label identifying the content and the start date of accumulation. A copy of CUPA class schedule, blank hazardous waste labels, hazardous waste labeling fact sheet, and San Joaquin County Small Business Hazardous Waste Disposal Program pamphlet, have been provided to generator during this inspection. Submit the following to EHD by: July 25, 2011 1) A completed copy of the (provided) Return to Compliance Certification (please keep original for your records). 2) A written statement how each violation was corrected 3) Evidence (i.e. photos, disposal receipts, documents) in support of the corrections made. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE ($122).
