to <br />BREA AG SERVICE - 2 <br />pit 4. However, test pit 2 had diesel and kerosene concentrations ranging from <br />2400 to 6500 mg/kg. <br />7. September 1991. Kleinfelder excavated the area surrounding test pit 2. The <br />excavation was approximately 24' deep by 18' long by 15' wide. During excavation, <br />additional soil was removed due to high PID readings. The excavated soil was <br />stockpiled with the soil previously removed from the four test pits. Twenty-one <br />soil samples were collected from the excavation and analyzed for TPH. TPH was not <br />found in the east or north walls, and only very low concentrations were found in <br />the west wall. However, residual concentrations of diesel and kerosene are still <br />present at a depth of 241. The Regional Board approved leaving the remaining soil <br />in place, on the condition that future groundwater samples be analyzed for TPH and <br />volatile organic compounds. <br />8. Winter 1991-1992. Brea Ag finished installing a concrete pad over the area of the <br />soil investigation. They can now finish building their liquid fertilizer <br />containment area. <br />Appendix B of the "Soil Excavation Report" contains a record of correspondence and <br />meetings between Kleinfelder and the Regional Board. Kleinfelder consulted with Board <br />staff during each phase, and received Board approval before each new step. The report <br />itself contains no information that has not already been reviewed and approved by <br />staff. Therefore, this report is approved. <br />Now that the soil contamination is cleaned up, Brea Ag must turn its attention to the <br />groundwater contamination documented during the July 1991 assessment (see 4, above). <br />In a meeting on 20 August 1991, staff discussed with Brea Ag the need to begin a <br />groundwater assessment. It was decided that Brea could complete the soil cleanup <br />before groundwater work began. <br />I do have a question as to what Brea plans to do with all the soil they excavated and <br />stockpiled in September 1991. <br />
