The
tank is a 500 -gallon steel tank located in the automotive service area and labeled "USED
OIL ONLY." Afforda-Test was contracted to perform the on-site inspection and testing.
Their report is included as Attachment 1 (Report dated 01-26-09). A summary of our
assessment is as follows:
Title 22 CCR 66265.192(k) Assessment Considerations
(1) The rated capacity of the tank is 500 gallons and is fabricated from 10 gauge
carbon steel. A diagram of the tank is included as Attachment 2.
(2) The tank is a double-wall carbon steel vertical -cylindrical tank 48 inches in
diameter and 65 inches tall and is model No. A60341 as manufactured by Dunn
Industries, Inc. The tank is supported from a concrete floor slab which is more
that adequate to support a fully loaded tank. The tank is secured to the floor with
steel bolts to assist in resisting seismic forces or the unlikely event of floatation
due to high water. The space is heated and is not susceptible to frost heave.
(3) The tank is approximately 2 to 3 years old.
(4) There is no leak detection equipment installed. The facility conducts daily visual
inspections of the tank for evidence of leaks.
(5) There is no corrosion protection equipment or devices installed. The painted
surfaces have no corrosion on the carbon steel.
(6) The tank is located inside the building and a trench drain that drains to an oil
water separator prevents any spills from leaving the premises.
(7) The tank is a double-wall tank. The facility relies on visual inspections of the
area around the tank and through the open grating above the trench drain.
(8) Piping and hoses are visually inspected daily by facility personnel and therefore
meets the requirements of 22 CCR 66265.1920)(1) through 0)(3) and
66265.193(f).
(9) There is a fill level gauge on the tank and pressured piping connected to the tank
is equipped with an automatic air shut off valve to prevent overfill pursuant to
the requirements under 22 CCR 66265.193(f)(4).
