9 0 RECEIVED
Estimated Closure Costs M!! -- 0 3 2014
March 2014VI
LTH EP,q MEN
Facility— Wastewater Pretreatment System covered by permit (conditionally
authorized— CA)
Treatment Provided:
1. Oil Removal—API Separator.
2. Solids Removal — Settle in storage tank and API Separator
3. Neutralization—mix tanks, mixers, pH probes, chemical metering
pumps.
4. General—wastewater storage tanks, pumps, piping.
Closure Procedure
Normal operation of the system results in empty tanks at the end of each
processing day (i.e. wastes are not accumulated, they are processed daily and
hence removed from the system). Thus closure can be achieved simply by
cleaning the tanks, piping and pumps, and, since they are all useful process
items, leaving the equipment in place. The tanks are all cross linked
polyethylene, the piping is PVC and the pumps are plastic or metallic. None
of the equipment will absorb any contaminants from the wastewater. Careful
rinsing and cleaning will result in fully decontaminated equipment, suitable
for use in a number of other processing applications. Therefore, proceed as
follows:
1. Process all wastewater through the system to disposal if not already done.
Time allowed— 1 man day= 8 man hours.
2. Empty the caustic and acid storage tanks to trailers and transfer to uses
elsewhere. Triple rinse the tanks, neutralize the rinse water. Estimated time
required— 2 man days = 16 man hours.
3. Rinse the API Separator with hot water and collect all floating oil in the
tank provided. Estimated time required— 1/2 man day = 4 man hours.
4. Remove solids from the storage tank with a vacuum truck and dispose of
solids — 1/2 man day = 4 hours.
4. Process all wastewater through the neutralizers, rinse the tanks and
neutralize and haul the rinsate to disposal. Estimated time required— 3 man
days = 24 man hours.
