REHS
ASSISTANT DIRECTOR
Laurie Cotulla, REHS
PROGRAM COORDINATORS
Carl Borgman, REHS
Mike Huggins, REHS, RDI
Margaret Lagorio, REHS
Robert McClellon, REHS
Jeff Carruesco, REHS, RDI
Kasey Foley, REHS
The San Joaquin County Environmental Health Department (EHD) has received your letters
dated August 28 and August 29, 2007 and has the following comments for your consideration.
Analytical results from sampling events conducted on March 22, 2004 and May 8, 2006 of post-
treatment effluent and sludge show the post-treatment effluent and sludge do not meet or exceed
levels indicated for the criteria of hazardous waste pursuant to California Code of Regulations,
Title 22. At this time, the sludge is disposed of at a Class II regulated land fill and the post-
treatment effluent is discharged to the City of Stockton's sewer system under a conditional
discharge permit. In addition, spent lube oil from the sewing machines are currently used on the
'bar' mops, which are then placed in the treatment system for cleaning and reuse.
Based on the above evaluation of the facility's current conditions and processes that demonstrate
the hazardous wastes treated at the facility result in no net post-treatment hazardous waste
generation, this site is no longer permitted or regulated as a hazardous waste generator. Please
notify this office of any changes to the processes or conditions that may warrant a reassessment
of this evaluation.
This facility continues to be permitted as a Hazardous Waste Treatment Tiered Permitting facility
under the tier of conditionally exempt commercial laundry. Therefore, this facility is subject to all
applicable Health and Safety Code requirements for Tiered Permitting facilities (Health and
Safety Code Section 25100 et seq.) and for reusable soiled textile materials (Health and Safety
Code Section 25144.6).
If you should have any questions or wish to discuss this letter in more detail, please contact Linda
Turkatte, Lead Senior REHS at (209) 468-3441.
Thank you,
Linda Turkatte
Lead Senior REHS
CUPA Program
