TESORO
Tesoro Refining&Marketing Company LLC
301 E.Ocean Blvd,Suite 1600
Long Beach,CA 90802
September 20,2018
San Joaquin County Environmental Health
1868 E Hazleton Ave
Stockton,CA 95205
Subject Site: OVERFILL PREVENTION EQUIPMENT INSPECTION
Tesoro/Shell 68150-6133—13975 E Hwy 88,Lockeford,CA 95237
Dear Inspector:
In compliance with the July 15, 2015 new Federal Regulations (40 CFR Part 280), enclosed, please find the completed
"Overfill Prevention Equipment Inspection" that was performed at the time of the most recent annual monitoring
system certification. Federal Underground Storage Tank (UST) rules require that overfill prevention equipment
automatically restrict flow or alert the transfer operator when the tank is no more than 90 percent full or shut off flow
into a tank when it is no more than 95 percent full. This site location meets the requirement of alerting the transfer
operator when the tank is 90% full by triggering an audible and visual alarm. This alarm is an integral part of the
automatic tank gauge (ATG) system. This inspection verified that the overfill alarm was operating correctly and was set
to provide the warning when the tank is no more than 90 percent full. The ATG probe was removed from the tank and
product float was moved to the position corresponding to the 90 percent fill level, thereby activating the alarm as
required. The inclusion of the annual monitoring system certification report and alarm history with this overfill
equipment inspection form demonstrates compliance the new Federal inspection requirement.
Service Station Systems, Inc. was contracted by the underground storage tank system owner to ensure that this facility
complies with all of the rules and regulations that govern the operation of underground storage tanks and their related
components.
Please contact me at(951) 538-6895 or Stephen.M.Coulter@tsocorp.com if there are any questions.
Sincerer i
StepftmT e
Retail Environmental Compliance Administrator
