The monitoring plan is not current and/or not approved by the EHD. In the 87 product monitoring plan under the section"under dispenser containment(UDC)monitoring"it states"YES"for the"UDC monitoring stops flow of product at dispenser"however while out on the field, the inspector observed the STP having positive shutdown with the alarm of the UDC sensor.The UDC monitoring does not"stop the flow of product at the dispenser"it stops at the STP. On the Diesel dispenser the monitoring plan states YES under"failure/disconnection of UDC monitoring system triggers automatic pump shutdown"however the diesel dispenser has a suction system and the disconnection/failure of the sensor does not trigger an automatic pump shutdown. The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). Immediately log into CERS,make the necessary changes,and submit for review by the EHD.
