The monitoring panel is currently displaying sensor out alarms for all three <br />sensors at the facility (1-1, L2, L3 - the sumps sensors for both STP sumps and the tank annular sensor). According <br />to Mr. Dhillon, the wiring was cut several weeks ago when someone broke into the facility. The monitoring system is <br />down and the tanks are not currently being monitored. No record was available of daily inspections of the monitoring <br />panel for alarms; according to Mr. Dhillon, he is checking on the system daily, but forgot his log at home. He stated <br />that he does not leave the log at the facility since it has been vandalized a lot lately. No person shall close an UST <br />system without complying with the requirements of HSC 25298. Billa Dhilon , the tank owner's son and the current <br />site supervisor, states the UST system will be reused. He stated that the property has been sold with escrow due to <br />close next Wednesday, April 29, 2015. Immediately correct by doing either of the following: <br />- Have a properly licensed, trained, and certified contractor repair or replace the monitoring system in order to restore <br />continuous tank monitoring, with functional components (LG 113-x listed, if applicable), and obtain a permit within one <br />business day from the EHD. <br />- Obtain a permit from the EHD to temporarily close this UST system and perform the closure under inspection by the <br />EHD. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by May 21, 2015. <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written <br />Agreement, if applicable, can be stored at the facility or uploaded into CERS. <br />The appointment for monitoring system certification at this facility was scheduled for 10:30 AM. I arrived on site at <br />10:10 AM. The technician was not on site. I called the technician, Zane Nimmo, and he stated that he had been at <br />the facility earlier in the morning and left already. According to Mr. Nimmo, he cannot test the monitoring system <br />until the sensors have been reconnected, and he cannot test he leak detectors since the turbines are not currently <br />connected to power. He stated that he convinced the owner to postpone the spill container testing until the <br />remainder of the testing was conducted, to keep them all together. <br />Today's testing is incomplete. The monitoring system certification, spill container testing, and leak detector testing <br />were not conducted. These tests are due in April 2015. All EHD staff time associated with reinspections for these <br />tests will be billed at the current hourly rate ($130). A 48 hour written notice is required to be submitted to the EHD <br />prior to the date of testing. <br />"This facility's 2015 permit fees have not yet been paid and are overdue.
