El Dorado, Stockton, CA 9.5206 <br />On March 6, 1996, Robert McClellon and I conducted a routine inspection <br />of the underground storage tank systems located at 1901 S. El Dorado. <br />The facility was padlocked and the dispensers were shrouded with plastic <br />with nozzle and hoses missing. The following violations were noted during <br />the inspection: <br />1. Tanks #1 through 4 have not been properly closed. This is in violation <br />of the California Health ,and Safety Code, Division 20, Chapter 6.7, <br />section 25298. <br />If the tank owner has no intention of operating these tanks, then they <br />must be closed according to the Permanent Closure Requirements of section <br />2672 of Title 23, Division 3, Chapter 16 of the California Code of <br />Regulations. Submit an application to close the tank to this office <br />by May 2, 1996 and have the tanksclosedunder Public Health Services - <br />Environmental Health <br />ervices-Environmental-Health Division (PHS-EHD) inspection within 90 days of <br />permit approval. <br />OR <br />If the tank owner wishes to use the tanks, then the tanks must be monitore <br />immediately according to section 25292 of the California Health and Safety <br />Code, Division 20, Chapter 6.7. <br />OR <br />If the tank owner wishes to use the tanks for the storage of hazardous <br />substances within the next 12 months, the owner must apply for a temporary <br />closure permit according to the requirements in section 2671 of Title 23, <br />Division 3, Chapter 16 of the California Code of Regulations.
