1
S ECOR
Ms. Kasey Foley
April 14, 2003
Page 2
will be analyzed for total petroleum hydrocarbons characterized as gasoline (TPHg), benzene,
toluene, ethylbenzene, total xylenes (BTEX), methyl-t-butyl ether (MTBE), ethyl tertiary butyl ether
(ETBE), di-isopropyl ether (DIPE), tertiary amyl methyl ether (TAME), tertiary butanol (TBA), and
ethanol by Environmental Protection Agency(EPA) Method 82608.
Management of Excavated Soil, Limited Over-Excavation,and Aeration
If soils impacted with hydrocarbons are encountered, limited over-excavation may be performed.
Over-excavation, if performed, will be limited to approximately 50 cubic yards of soil. The area of
possible over-excavation is shown as a dotted line on Figure 2. Over-excavation will be limited to
soils above current groundwater levels.
Any soil waste generated during vent line replacement activities will be placed on and covered with
plastic sheeting (visqueen). Four soil samples will be collected from the stockpile in brass sleeves
using Teflon®sheets and plastic end caps. These soil samples will be labeled and placed in a cooler
on ice for transport to Sequoia Analytical Inc. The laboratory will combine the four soil samples into
one composite sample to analyze for concentrations of: TPHg, BTEX, and MTBE by EPA Method
8260B and total lead by EPA Method 200.8. Chain-of-custody procedures will be followed at all
times.
Upon analysis of stockpile samples, a ConocoPhillips waste hauler will transport the hydrocarbon-
impacted soil to a state certified landfill.
Report Preparation
A report of the soil sample activities and results will be prepared and submitted to SJCEHD. The
report will be reviewed and signed by a Registered Geologist or Engineer.
Schedule
ConocoPhillips is currently schedule to initiate vent line replacement activities in approximately two
weeks. A report will be issued documenting soil sampling activities approximately 4 weeks following
completion of work.
If you have any questions regarding this work plan, please contact our office at your convenience.
SECOR International Incorporated
19 )FESSIONq
41(40 4NKs Fye,
Clinton Harms Rusty Benkosky E. 47C 058399
Project Scientist Senior Enginee N0.
 E,cp.IL
cc: Mr. Liz Sewell, ConocoPhillips OFCFQ
Mr. David Scarlet, ConocoPhillips
Mr. Scott Hooton, BP
ConocoPhillips/Tosco Marketing/work plans/Work Plan For Soil Compliance.doc
