Frequency of Monitoring Method and location Where Monitoring will be (USTs only): o <br />Tanks: Tank(s) 0102 03 04 are monitored continuously using an electronic probe in the interstitial space of the lank. <br />:7 <br />Piping: Pipe(s) 0102 03 04 are equipped with continuous electronic line leak detectors_ Pipe(s) 0102 03 04 have tightness tests performed annually capable of deteclLng a 0.1 <br />C <br />gallon per hour release. Pipe(s) 01 02 03 04 are monitored continuously by a liquid -detecting probe located in the turbine sump. <br />o <br />z <br />Dispenser: Dispenser pans are equipped with oontinuous mechanical monitoringlmechanical shut-off device. Reporting Format: <br />c <br />The monitor will be certified annually and a report generated and provided to the operator. The operator is to report all audible or visual alarm r;onditions that may indicate a potential release <br />to the ConocoPhitlips Reld Representative, as well as the responsible party for maintenance listed under #5_ In the event of a test failure, the specific pieces) of equipment are taken out of <br />service and proper reporting procedures followed_ The operator is to report all suspected and confimted releases to the ConocoPhillips Field Representative, as well as the responsible party <br />a <br />z <br />for maintenance listed under M_ <br />m <br />7. State the Preventative Maintenance Schedule for the Monitoring Equipment: <br />The electronic monitoring system is certified annuaily to be functioning per manufacturer instructions by a property trained and certified thtrd-party contractor. Repairs are made by the <br />responsible pa rty listed under #5 upon notification by the station operator. The station operator is responsible for maintaining copies of testing results and repair records on site and available <br />for agency inspectors. The 3rd -party testing requirements and frequencies for the tank system are summarized below. <br />Contractor UST System Testing <br />o <br />Contractor testing of the primary tank is not required. <br />Mechanical leak detector(s) tested annually. <br />^' <br />The lank secondary containment is tested per manufacturer's specifications every 3 years in Piping 01 02 03 04 are tested annually. <br />accordance with CCR Titte 23 Secction 2637. <br />m <br />Fuel spill buckets require annual testing. Secondary containment testing for piping occurs annually (agreement for this facility between <br />ConocoPhi (lips and the Agency) while at The turbine sumps and dispenser pans it is <br />• <br />conducted every 3 years per manufacturer's specification under CCR Title 23. <br />8. Describe the Training Needed for the Operation of Both the Tank System and the Monitoring <br />The operator has been trained to check the tank system andfor mongor daily for proper operation. Training logics include performing dailyimorrthly inventory reconciliation, inspection of the <br />, <br />monitoring syslem to ensure it is operating properly and not in alarm, periodic inspection of under -dispenser for leaks, inspection of fill and vapor spill buckeK inspection of hoses, nozzles, <br />and other ancillary tank system equipment. If the tank system and/or monitor is not fu actioning correctly, the operator has been instructed to repair the equipment (if appropriate) or contact <br />the responsible party for Maintenance listed under item 45 for repairs. <br />v <br />9- Summary of Site Operator <br />For double wall tanks monitored by interstitial probes, the monitoring eq u ipment must be conlinously operational with probes in place. Report all non -i nventory monitoring alarms to the <br />specified maintenance company and keep a record of alarms and repair work performed. All sites are responsible far maintaining daily and monthly inventory reconciliation records and <br />o <br />notifying the ConocoPhillips Field Representative and the Regional Environmental Compliance Specialist for inventory variances greater than the regulatory IimiL (for Waste Oil <br />A <br />Tank): <br />r <br />m <br />
