CALIFORNIA CODE OF REGULATIONS _ <br />TITLE 23 WATERS <br />DIVISION 3 STATE WATER RESOURCES CONTROL BOARD <br />CHAPTER 16 UNDERGROUND TANK REGULATIONS <br />ARTICLE 4, SECTION 2645 MANUALTANK GAUGING AND TESTING <br />(a) Manual tank gauging shall only be used as part of non -visual monitoring for existing <br />underground storage tanks which have a total system capacity of 2,000 gallons or less and <br />which can be taken out of service for at least 48 continuous hours each week. Underground <br />storage tanks with a capacity of 551-2,000 gallons must also receive a tank integrity test <br />each year. <br />(b) Manual tank gauging shall not be used on tanks with secondary containment and shall not be <br />used as part of a non -visual monitoring alternative under this article after December 22, <br />1998 for underground storage tanks with a capacity of 1,001 gallons or greater. <br />(c) Owners of existing underground storage tanks who utilize manual tank gauging as part of a <br />non -visual monitoring alternative shall, at a minimum, conduct weekly gauging according to <br />the following specifications: <br />(1) Tank liquid level measurements shall be taken at the beginning and ending of a gauging <br />period which shall be at least 36 continuous hours during which no liquid is added to or <br />removed from the tank. The underground storage tank shall be secured to prevent <br />inputs or withdrawals during the gauging period. No inputs shall occur within the 12 - <br />hour period preceding the gauging period. The liquid level measurements shall be based <br />on an average of two consecutive stick readings at both the beginning and ending of the <br />period; and <br />(2) The equipment used shall be capable of measuring the level of the product over the full <br />range of the tank's height to the nearest one-eighth of an inch; and <br />(3) If the variation between beginning and ending measurements exceeds the weekly or <br />monthly standards set forth in Table 4.1; a second 36 hour test shall be commenced <br />immediately and all measurements and calculations checked for possible errors. If the <br />second test confirms a variation which exceed the weekly or monthly standards in Table <br />4.1, then an unauthorized release shall be suspected and a tank integrity test shall be <br />conducted within 72 hours. The local agency may extend this 72 -hour period up to 30 <br />calendar days, if all the contents of the underground tank are safely and properly <br />removed within the 72 -hour period. <br />(d) If the results of a tank integrity test conducted under the requirements of subsection (c) (3) <br />of this setion confirm an unauthorized release, the owner shall comply with the requirements <br />of Article 5 of this chapter and replace, repair, or close the underground storage tank in <br />accordance with Article 3, 6, or 7 of this chapter. <br />
