A copy of these plans shall be accessible <br />on site at all times. Immediately locate and retain a copy on site. <br />This is a repeat violation, Class 11. <br />208 <br />CCR 2715 Designated operator monthly inspection reports not maintained on site for at least 12 months. <br />The April 2015 designated operator monthly inspection reports were not found on site. Designated operator monthly <br />inspection reports for the previous twelve months shall be retained on site. Locate and ensure that copies of the <br />previous twelve months of designated operator monthly inspection reports are maintained on site. Submit copies to <br />the EHD. <br />This is a repeat violation, Class II. <br />314 <br />CCR 2631(a) Primary containment not tight (pre -Jul 2003). <br />The union from the diesel in UDC 4 was leaking into the UDC during the time of inspection, indicating a leak in the <br />primary piping. All primary containment for the UST system must be tight. Immediately have a properly licensed, <br />trained, and certified contractor repair or replace the failed component and write a statement to the EHD when the <br />repair is complete. The service technician removed the diesel and placed in hazardous waste drum onsite. <br />This is a repeat violation, Class II. <br />323 <br />CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br />The 91 VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting <br />a 3 -gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it passed. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by June 6, 2015 . <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance.
